Kabayan Party-List Rep. Ron Salo is advocating for the establishment of a dedicated office to directly tackle the concerns of Overseas Filipino Workers (OFWs). House Bill 8805, introduced by Salo, proposes the creation of the Migrant Worker Relations Commission (MWRC).
This commission is designed to focus on the specific needs of OFWs, streamlining processes to provide a more effective resolution to their concerns. The MWRC will operate under the Department of Migrant Workers, as initially suggested in the draft for the creation of the DMW.
Rep. Salo emphasized the need for a separate bill to fully realize the potential of the MWRC, differentiating it from the National Labor Relations Commission (NLRC). Currently, the NLRC, associated with the Department of Labor and Employment, handles claims and disputes for OFWs. However, with the NLRC overseeing over 30,000 cases annually, OFW cases often face significant delays.
The introduction of the MWRC seeks to address these inefficiencies. According to Salo, the commission will ensure grievances are settled promptly. “This swift process will significantly benefit OFWs who need to return overseas for employment. They can continue their jobs without the burden of unresolved issues,” said Salo.
The structure of the MWRC will consist of a chairperson and eight commissioners. These commissioners will be divided into three divisions, each having three members.
Rep. Salo expressed the importance of the MWRC by saying, “Our OFWs make tremendous sacrifices for our nation’s growth. Their efforts are paramount to our country’s progress. The MWRC is a testament to the government’s dedication to their welfare.”
