NAPOLCOM approves new allowance structure for PNP personnel

The National Police Commission (NAPOLCOM) has rolled out a revised allowance scheme for members of the Philippine National Police (PNP), aiming to better support their welfare and boost morale as they carry out their duties.

In a memorandum dated August 18, the NAPOLCOM en Banc approved a comprehensive benefits structure covering subsistence, quarters, clothing, hazard pay, combat duty and incentive pay, as well as sea, flying, and hardship allowances.

“The new policy rationalizes compensation by prescribing regular allowances, such as quarters, subsistence, clothing, and hazard pay, in addition to collateral pay and special incentives for those engaged in high-risk or specialized assignments,” the Commission said.

Under the scheme, personnel deployed in police operations will receive a special combat duty pay of P3,000 per month, while those directly engaged in clashes against insurgents, terrorists, or criminal groups will earn an additional P300 daily combat incentive pay. Hazardous duty pay has also been set at 50% of the base salary, with an extra 15% for those exposed to radioactive risks.

Specialized tasks likewise come with added compensation—25% of base pay for sea duty and 50% for flying missions. Those serving in isolated or difficult areas will be entitled to hardship allowances ranging from 10% to 25%.

NAPOLCOM Vice Chairperson and Executive Officer Rafael Vicente Calinisan underscored the importance of the move, saying, “Our policemen and policewomen are at the frontline of peace and order. By ensuring that their allowances are responsive to today’s economic realities and operational demands, we are not only recognizing their sacrifices but also strengthening their morale and commitment to serve.”

He added that the decision marks a “concrete step towards professionalizing the PNP and showing our personnel that their government stands with them.”

The Commission clarified that implementation of the revised allowance structure will depend on the availability of funds, as certified by the Department of Budget and Management (DBM).
