Meet the Filipino engineer who kept a UAE plant running at full capacity during the pandemic

The turning point in his career arrived at a moment when the world was standing still. Cipriano N. Parubrub, who had already built a long, steady path as an engineer, found himself navigating a storm no one could have predicted—yet it was in that period of uncertainty that he proved the full measure of his leadership.

He arrived in the UAE in 2008 as a senior engineer, stepping into a demanding environment with determination as his compass. “When I landed in UAE way back February 2008, I started as senior engineer,” he recalled. What followed was a series of challenges that would shape the way he led, worked, and ultimately inspired others. His most defining test came years later, when the glass manufacturing plant he managed faced the unprecedented operational constraints of the COVID-19 pandemic. Instead of faltering, he and his team pushed the plant to run at its full 600-metric-ton daily capacity—without slowing down, and without outside support for six straight months.

Managing a plant through crisis

Cipriano speaks of the pandemic era not with dramatics, but with the calm decisiveness that often characterizes seasoned leaders. He remembers the weight of responsibility during a period when manpower was limited, resources were tight, and the risks were high. His response was rooted in structure and clarity.

“I began by reorganizing workflows to ensure that every shift was optimized for efficiency,” he shared with TGFM. Clear communication became a daily ritual. “Daily briefings helped align priorities, address concerns, and reinforce new safety measures.” This system allowed the plant to react quickly to unpredictable day-to-day challenges, especially when sudden absences or disruptions could have halted production.

He built contingency plans that ensured no gap would derail operations. And even with reduced manpower, the metrics showed resilience rather than compromise. “Despite reduced manpower, the plant continued operating at full capacity throughout the pandemic,” he said. The accomplishment, he emphasized, was a shared triumph—“a testament not only to effective leadership but also to the dedication and teamwork of everyone involved.”

Those months served as a turning point not only for the plant but also for his career. His ability to maintain peak performance under extreme pressure strengthened management’s confidence in him, eventually leading to his bigger role as Chief Reliability Engineer, overseeing the entire plant’s reliability.

The value of humility and integrity in leadership

With more than three decades of combined experience in the Philippines and the Middle East, Cipriano has gathered leadership lessons that go beyond technical expertise. His insights reflect someone who has worked in environments where resilience, collaboration, and character matter as much as skill.

“I’ve learned that strong leadership begins with humility and adaptability,” he said. Listening actively, valuing different perspectives, and committing to continuous learning are traits he encourages younger engineers to embrace. For him, clarity sits at the heart of every successful team dynamic. “Clear communication is essential; teams perform best when goals and expectations are well-defined.”

But leadership, he believes, is not just about managing systems—it is about building trust. “Integrity must guide every action; trust is a leader’s greatest asset,” he noted. His approach has always been to empower teams and lead by example, whether during stable production periods or sweeping crises. The ability to stay calm reinforces confidence across the entire operation, he added, and sets the tone for how teams maneuver through challenges.

A community leader beyond the workplace

While Cipriano is known for his engineering expertise, his work in the Filipino community in the UAE reflects a second calling—service.

Since 2009, he has been an active member of the Philippine Society of Mechanical Engineers (PSME) Abu Dhabi Chapter, an organization dedicated to uplifting Filipino engineers through professional development, knowledge sharing, and community involvement. He served as chapter president in 2013 and continues to advise the organization today, never stepping away from the mission that shaped him.

“My involvement with the PSME Abu Dhabi Chapter has strengthened my belief in the power of community in professional growth,” he said. Working alongside fellow engineers reminded him that learning becomes deeper and progress becomes faster when members support each other’s ambitions. “It showed me that progress is faster when knowledge is exchanged openly and when members support one another’s ambitions.”

Through seminars, mentorship programs, and technical assistance initiatives—including support for Filipinos taking licensure exams abroad—he witnessed how community efforts can transform lives. These contributions also sharpened his leadership, teamwork, and communication skills, making him even more effective in the workplace.

His long-standing service did not go unnoticed. In 2025, he was recognized at a regional awarding ceremony celebrating outstanding engineers and architects, a moment he considers a significant milestone in his personal and professional journey. “On a personal level, it represents years of dedication, sacrifice, and growth,” he said. Professionally, the recognition strengthens his commitment “to excellence, innovation, and leadership within the field.”

Pursuing higher education to widen his impact

Cipriano’s educational journey is a reflection of his belief in lifelong learning. He holds a master’s degree in business administration, is a Professional Mechanical Engineer, and is currently pursuing his Ph.D. in Business Administration at Philippine Christian University. He also completed Strategic Business Management training at Harvard University.

His decision to pursue further studies while already occupying a senior engineering role was driven by purpose. “I wanted to broaden my impact beyond technical engineering work,” he explained. Leading large teams made him realize the importance of strategic thinking and organizational leadership in sustaining long-term success.

“Continuous learning allowed me to bridge engineering and business, creating greater value for both my organization and the community,” he said. For him, education is not simply a credential—it is a tool for uplifting others.

A legacy built on purpose, discipline, and heart

Looking ahead, Cipriano is motivated not by titles, accolades, or the length of his résumé, but by the lasting impact he hopes to leave on the next generation of Filipino engineers.

“I hope to leave a legacy that goes beyond titles or achievements,” he said. He envisions a future where young Filipino engineers around the world carry confidence in their abilities and pride in their heritage. “I want young Filipinos in the UAE and across the globe to see that excellence has no boundaries, and that our capabilities are world-class when matched with discipline, passion, and heart.”
