Marcos approves P7,000 cash gratuity for contract and job order workers

A one-time gratuity of P7,000 will be extended to contract of service and job order personnel in the public sector following the approval of President Ferdinand Marcos Jr., formalized through Administrative Order No. 39 signed on December 11, 2025.

The benefit applies to COS and JO workers who have completed at least four months of service as of December 15 and whose contracts remain valid on the same date. The payment is set to be released on or before December 15.

In the order, the President underscored the contribution of non-regular workers to government operations, stating: “Granting a year-end Gratuity Pay to COS and JO workers is a well-deserved recognition of their hard work and valuable participation in the implementation of various programs, activities, and projects (PAPs) of the government, and their pivotal role in the delivery of government services amidst the present socio-economic challenges.”

Administrative Order No. 39 also explained that while COS and JO workers receive compensation comparable to regular employees in similar roles, they are excluded from standard benefits such as mid-year and year-end bonuses, performance-based incentives, and the personnel economic relief allowance.

Those who rendered less than four months of satisfactory service are still eligible for a reduced amount under a pro-rated scheme. Workers with more than three months but less than four months of service may receive up to P6,000, while those with at least two months but under three months may get up to P5,000. Personnel who served for less than two months may qualify for up to P4,000.

The gratuity covers eligible workers across national government agencies, state universities and colleges, government-owned or -controlled corporations, and local water districts.
