Marcos accepts Bonoan resignation, names Vince Dizon as new DPWH chief

President Ferdinand Marcos Jr. has accepted the resignation of Public Works and Highways Secretary Manuel Bonoan, effective September 1, 2025, amid mounting scrutiny over flood control projects across the country.

Malacañang confirmed that Department of Transportation Secretary Vince Dizon has been appointed as the new DPWH chief. According to Presidential Communications Secretary Dave Gomez, Dizon’s first directive is to overhaul the agency. “Secretary Dizon has been tasked to conduct a full organizational sweep of the Department and ensure that public funds are used solely for infrastructure that truly protects and benefits the Filipino people,” the Palace said in a statement.

In the meantime, DOTr Undersecretary Giovanni Z. Lopez will serve as acting head of the transport department.

Alongside the Cabinet shake-up, Marcos also established an Independent Commission to Investigate Flood Control Anomalies, which will carry out a comprehensive review of projects, identify irregularities, and push for accountability. The Palace said these moves are meant to underscore the administration’s resolve to “clean up corruption, strengthen institutions, and deliver honest and effective public service under Bagong Pilipinas.”

When pressed on whether Bonoan’s resignation letter was newly submitted or linked to the earlier courtesy resignations ordered by the President, Gomez responded, “Not sure if new. All the courtesy resignations naman have no expiry. We all serve at the pleasure of the President.”
