A Manila court has declared the mayorship of dismissed Bamban, Tarlac Mayor Alice Guo null and void, ruling that she is “undoubtedly a Chinese citizen” and was never qualified to hold public office in the Philippines.
In a 67-page decision issued on June 27, 2025, the Manila Regional Trial Court Branch 34, presided by Judge Liwliwa S. Hidalgo-Bucu, granted the quo warranto petition against Guo, affirming that “Guo Hua Ping and Alice Guo are one and the same person.”
The ruling found that Guo, born to Chinese nationals Guo Jian Zhong and Lin Wenyi, holds a Chinese passport along with her parents. The court emphasized that her Philippine passport and Certificate of Live Birth contain “dubious entries” and cannot be accepted as definitive proof of Filipino citizenship.
“The Certificate of Live Birth of Alice Leal Guo contains dubious entries, which are not supported by concrete and credible evidence,” the decision stated.
The court’s conclusion follows revelations during a Senate inquiry, where Senator Risa Hontiveros cited National Bureau of Investigation findings confirming that Guo Hua Ping and Alice Guo share the same fingerprints. Despite this, Guo’s legal team had denied any link between the two identities.
Guo was previously accused of using a false identity, involvement in offshore gambling syndicates, and even espionage. While she has consistently denied these claims and insisted she is a Filipino, the court’s decision affirms her disqualification.
“Guo is nothing more but a usurper of the Office of the Mayor of Bamban, Tarlac,” the court declared. “Her disqualification was already existing at the time of the filing of her Certificate of Candidacy. It follows, therefore, that her proclamation was deemed void.”
This decision comes nearly a year after the Office of the Ombudsman ordered her dismissal from office for grave misconduct.
