The Land Transportation Office (LTO) has issued a show cause order against a driver in Pangasinan after a viral video showed him dragging a cat tied to his motorcycle.
The LTO has directed the driver, identified as the registered owner of the vehicle, to appear at its central office in Quezon City on January 20. The agency also asked the driver to submit a notarized explanation on why his license should not be revoked.
“This is unacceptable and reflects the kind of character this person has. We will not let this pass and will ensure accountability,” LTO Chief and Transportation Assistant Secretary Vigor Mendoza said in a statement.
The driver’s record has been temporarily marked with an “alarm” while authorities investigate.
In addition, the LTO has invited the Philippine Animal Welfare Society (PAWS) to join the January 20 proceedings, stating that their involvement would be critical as the case pertains to animal cruelty.
