ICI wants charges filed vs lawmakers accused of acting as contractors

The Independent Commission for Infrastructure has moved to elevate its findings to the Office of the Ombudsman, recommending that both administrative and criminal complaints be prepared against several legislators — among them former Ako Bicol party-list representative Elizaldy “Zaldy” Co, who earlier resigned from his post.

ICI chair Andres Reyes confirmed on Wednesday that a group of incumbent and former lawmakers were identified in the commission’s report. Those named in the list include Rep. Edwin Gardiola, Rep. James Ang Jr., Rep. Jernie Nissay, Rep. Augustina Pancho, Rep. Joseph Lara, Rep. Francisco Matugas, and Rep. Noel Rivera, aside from Co.

Reyes pointed to what the commission described as a fundamental breach of ethical standards, stressing the incompatibility of holding public office while taking part in the execution of infrastructure works. He noted that the commission’s review suggested the lawmakers also acted as contractors in the projects under scrutiny.

“Conflict of interest,” Reyes said, describing the conduct that the ICI found troubling as it reviewed the projects and the roles played by the respondents.

The ICI’s recommendation is now in the hands of the Ombudsman for possible action.
