A proposal to streamline government services for overseas Filipino workers took a major step forward after lawmakers endorsed the establishment of Balikbayani Centers—regional hubs designed to gather reintegration programs and frontline assistance under one roof.
During recent deliberations, the House Committee on Overseas Workers Affairs approved the measure that seeks to build these one-stop facilities across the country. The initiative forms part of the committee’s ongoing work on the Magna Carta for OFWs, which is expected to redefine how returning migrant workers access support from multiple agencies.
Instead of navigating separate offices scattered across different locations, repatriated workers and their dependents would be able to obtain assistance from a single venue. The proposed centers will house key agencies such as the Overseas Workers Welfare Administration (OWWA), Department of Migrant Workers (DMW), Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), Technical Education and Skills Development Authority (TESDA), Department of Trade and Industry (DTI), and Department of Health (DOH). Services include livelihood packages, skills training, psychosocial and medical interventions, and other forms of emergency aid.
Albay Rep. Raymond Adrian Salceda, who authored the proposal, said the system will operate without creating additional layers of bureaucracy, noting that it draws from existing programs and simply brings them together in one location. He previously argued that the approach is designed to reduce red tape and ease the reintegration process for returning workers.
Beyond the regional hubs, the plan also mandates emergency Balikbayani Centers at major gateways such as the Ninoy Aquino International Airport, Mactan-Cebu International Airport, and Davao International Airport. These will serve as immediate assistance points for OFWs arriving home, particularly those requiring urgent support.
The initiative highlights long-standing concerns over fragmented reintegration services and aims to ensure returning OFWs can access help more efficiently.
