Travelers departing from the Ninoy Aquino International Airport (NAIA) will soon pay higher terminal fees as charges nearly double for both domestic and international flights beginning September 14, 2025.
According to Manila International Airport Authority (MIAA) General Manager Eric Ines, the Passenger Service Charge for outbound international flights will increase from P550 to P950, while domestic passengers will see fees climb from P200 to P390.
Ines told ABS-CBN News that the adjustment comes after two decades without any increase, noting that NAIA’s charges have long been among the lowest in Southeast Asia. “Exempted pa rin sa terminal fee all legit OFWs, religious pilgrimages especially Hajj and Umrah, [and] sports competitors for international competitions,” he emphasized.
The new rates were set under MIAA Administrative Order No. 1, Series of 2024, and received approval from the Department of Transportation and the Cabinet. The Asian Development Bank (ADB), which advised the government on the airport’s privatization, also reviewed the pricing.
The New NAIA Infra Corp. (NNIC), the private operator managing the airport since last year, said the fees will directly fund operations and service improvements. Transport Secretary Vince Dizon defended the hikes, saying, “Naniniwala kaming lahat na tama ang kontratang yan at kasama na diyan ang pagtaas ng mga fees sa NAIA.”
Still, critics—including the group PUSO ng NAIA (Pagkakaisa ng mga Users, Stakeholders at Obrero ng NAIA)—warn that privatization has led to escalating costs and urged President Ferdinand Marcos Jr. to suspend the deal and roll back the fees.
Apart from terminal charges, travelers must also pay a separate travel tax of P1,620 for economy class and P2,700 for first-class passengers when flying out of the Philippines.
