Former president Duterte ends term with P37.3M declared net worth, SALNs show

Former president Rodrigo Duterte left office in 2022 with a declared net worth of P37.305 million, according to statements of assets, liabilities and net worth (SALNs) released by the Office of the Ombudsman. The figure was more than P13 million higher than what he reported when he assumed the presidency in 2016.

Public records show that Duterte began his term with P24.080 million in net assets. His opening SALN, filed on Aug. 16, 2016, listed P25.180 million in total assets and P1.1 million in liabilities from a personal loan granted by Davao businessman Samuel Uy. At that time, most of his declared properties were located in Davao City, including residential house-and-lot packages, several residential lots, and agricultural land valued at P4.485 million.

The bulk of Duterte’s wealth in 2016 came from personal assets amounting to P20.695 million. These included vehicles such as a Volks Sedan bought in 1978 for P40,000 and a Toyota Rav 4 acquired in 1996 for P800,000. He also reported P15.305 million in cash, household items worth P350,000, jewelry valued at P300,000 and investments totaling P3.9 million.

Within his first six months in office, Duterte’s declared wealth rose to P27.428 million as his cash holdings increased to P18.453 million by December 2016. His annual SALNs show that his real estate portfolio remained unchanged throughout his term, with no new acquisitions. Instead, his year-to-year increases came largely from rising cash balances and the growth of the category he labeled “other personal properties.”

By the end of 2017, Duterte reported a net worth of P28.540 million. A year later, it climbed to P31.062 million as his bank and cash holdings reached P20.587 million and his “other personal properties” jumped from P1.5 million to P4 million. The upward trend continued: in 2019 he declared P33.657 million, supported by P23.682 million in cash and P5 million under “other personal properties.”

Duterte’s 2020 SALN listed a net worth of P36.091 million as his “other personal properties” rose to P8 million. His cash on hand dipped to P21.616 million that year, but his outstanding personal loan from Uy was reduced from P3 million to P1.5 million.

During his final full year in office, Duterte’s declared wealth increased again. His 2021 SALN reported P38.744 million in net worth, driven by P10 million in “other personal properties” and P22.269 million in cash. His liabilities stayed at P1.5 million.

His exit SALN, filed on July 29, 2022, reflected a slight drop from the previous year. Duterte declared P38.805 million in total assets and P1.5 million in liabilities, bringing his net worth to P37.305 million. The decline was linked to the removal of five Davao-based real properties, worth a combined P3.08 million, which were included in his 2021 filing but no longer listed in his final declaration. Meanwhile, his cash on hand rose to P23.910 million by June 30, 2022.

Government workers are required under Republic Act 6713 to file SALNs upon entering office, annually every April 30, and within 30 days of leaving government service.

Public access to these documents had been limited since 2020, when then-ombudsman Samuel Martires issued rules restricting their release unless authorized by the filer or ordered by a court. The policy ended this year after Ombudsman Jesus Crispin Remulla issued Memorandum Circular No. 3 series of 2025, reinstating full public access effective Nov. 15.
