Dubai tops global list of most attractive cities for rich residents

Dubai has outshined New York and 30 other major cities to claim the title of the world’s most attractive destination for high-net-worth individuals, according to a new report from international real estate firm Savills, cited by Bloomberg.

The report credited Dubai’s continued rise to its appealing tax exemptions, family-friendly environment, and high standards of personal safety. It also highlighted the emirate’s extensive network of international schools — the largest of any global city — as a major draw for affluent expatriates seeking stability and quality education for their children.

Savills noted that Dubai and New York remain the top two destinations for the world’s wealthy, both offering favorable tax conditions, strong entrepreneurial ecosystems, and political stability.

The study further underscored the UAE’s “Golden Visa” program, which provides long-term residency to investors, entrepreneurs, and skilled professionals, as a key factor in attracting elite global residents.

According to the rankings, Dubai ranked first, followed by New York, Singapore, Hong Kong, and Abu Dhabi in fifth place.
