Dubai caravan completes over 10,000 gov’t transactions for more than 5,500 OFWs

Efficiency, rather than ceremony, defined the third installment of the Bagong Bayani ng Mundo: OFW Serbisyo Caravan in Dubai, where thousands of overseas Filipino workers completed government transactions within a compressed five-day window.

Data from the Department of Migrant Workers show that a total of 10,559 government transactions were processed for 5,536 OFWs during the Dubai leg of the caravan, which ran from January 8 to 12, 2026. The figures reflect completed services delivered through coordinated operations involving multiple Philippine government agencies stationed in the UAE.

The Dubai outreach formed part of a broader whole-of-government approach aimed at reducing procedural bottlenecks for overseas Filipinos. By consolidating services in a single initiative, agencies were able to shorten processing times and address documentation, welfare, and membership concerns that would otherwise require multiple office visits.

According to the DMW, the caravan aligns with the directive of President Ferdinand R. Marcos Jr. to ensure that government assistance remains accessible to Filipinos abroad, regardless of location. The Dubai leg was designed to balance large-scale service delivery with ongoing field responsibilities of frontline offices.

Migrant Workers Secretary Hans Cacdac said the caravan’s implementation now relies on expanded digital systems, allowing services to be delivered more efficiently while enabling Migrant Workers Offices to allocate time to other critical functions. These include hospital visits, monitoring medical cases, and responding to urgent welfare concerns involving OFWs.

Officials noted that the use of digital platforms has reduced administrative load during caravans, allowing offices such as Migrant Workers Office–Dubai to maintain parallel operations focused on emergency assistance and on-site support for vulnerable workers.
