Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai and Chairman of Dubai Executive Council, has announced a significant environmental initiative: a ban on single-use plastic bags and products across the emirate, effective January 1, 2024.
This groundbreaking resolution encompasses a wide range of single-use items, irrespective of their material composition. The ban targets not only traditional plastic products but also extends to non-plastic single-use items. Among the items prohibited are plastic bags, containers, food packaging materials, snack bags, wet wipes, balloons, and their sticks.
Significantly, the ban will apply across all zones within Dubai, including private development and free zones like the Dubai International Financial Centre. However, it excludes certain essential items such as thin bags for meat, fish, and vegetables, as well as products intended for export.
The resolution introduces a phased approach. Starting January 1, 2025, items like plastic stirrers, table covers, cups, and straws will be banned. From January 1, 2026, the prohibition will extend to plastic plates, food containers, and beverage cups.
Violators of this ban will face a fine of Dh200, which could double upon repeated offenses within a year, capped at Dh2,000. Those wishing to appeal penalties can submit grievances to the Director-General of the relevant government department, with a dedicated committee established to address these complaints within ten working days.
The overarching goal of this decision is to protect Dubai’s natural environment and biodiversity while encouraging sustainable and eco-friendly practices among the community and private sector. This initiative aligns with circular economy principles, promoting the use of recycled products and reducing reliance on single-use items.
Authorities, businesses, and consumers are called upon to collaborate in developing effective mechanisms and practices to reduce the consumption of single-use products. The decision mandates sellers to participate in initiatives aimed at reducing plastic use and to provide affordable, reusable alternatives as per guidelines set by the authorities.
