The Department of Social Welfare and Development (DSWD) has introduced several initiatives aimed at enhancing social services and creating better opportunities for Filipinos. The new programs were unveiled during the agency’s 74th anniversary celebration on February 18, 2025, led by President Ferdinand “Bongbong” Marcos Jr.
Among the newly launched initiatives is the Harmonized Electronic License and Permit System (Helps), a digital platform designed to simplify the application process for licenses and permits. The system allows social welfare and development agencies (SWDAs) to apply for registration, accreditation, and solicitation permits remotely, reducing bureaucratic hurdles.
Another key development is the Minors Traveling Abroad (MTA) System, which modernizes the travel clearance process for children. By making the service available online, the system ensures a more efficient and secure process, preventing potential cases of exploitation and abuse. The DSWD has partnered with various government agencies, including the Department of Foreign Affairs, Philippine Statistics Authority, and Bureau of Immigration, to closely monitor and verify all applications under this system.
The agency also introduced the Pamilya sa Bagong Pilipinas Program, which provides support for families navigating different life transitions. This initiative consists of three components: Bagong Pamilyang Pilipino, Bumabangon sa Gitna ng mga Hamon, and Maunlad at Matatag na Pamilya, all of which focus on strengthening family resilience and well-being.
President Marcos lauded the DSWD’s efforts, highlighting the continued impact of the Pantawid Pamilyang Pilipino Program (4Ps), which currently supports over 4.05 million households. He noted that nearly 678,000 families have reached self-sufficiency, while more than one million high school students and 477,000 elementary pupils have completed their education through the program.
Additionally, Marcos reported that 270,902 Filipinos benefited from the Sustainable Livelihood Program (SLP) in 2024. That same year, 4.28 million senior citizens received social pensions, 7.4 million families were assisted through the Quick Response Fund (QRF), and over 540,000 disaster victims were provided early recovery services.
Commending the DSWD’s dedication, Marcos acknowledged the agency’s critical role in responding to crises. “You are the first to respond but the last to sleep,” he said. “You have saved lives, brought hope, and demonstrated the true power of compassion.”
He concluded by urging continued efforts to build a stronger and more compassionate nation, emphasizing that “Bagong Pilipinas” should be a country where every citizen has the chance to dream, strive, and succeed.
