The Department of Health (DOH) said it is moving to extend zero-balance billing (ZBB) coverage to PhilHealth members who actively pay regular contributions, as part of efforts to reduce out-of-pocket spending for hospital care.
Health Secretary Ted Herbosa said the government is considering requiring hospitals to designate specific areas for PhilHealth direct contributors, particularly working- and middle-class members who want to avail themselves of zero-balance billing benefits.
He said the planned approach is intended to widen access to hospital services without requiring patients to shoulder additional expenses.
PhilHealth direct contributors refer to members who consistently pay their monthly contributions.
The DOH said the policy will be carried out through a memorandum circular, which will instruct 87 hospitals to follow the upcoming guidelines.
