The Department of Migrant Workers (DMW) is preparing to file both criminal and administrative cases against former Overseas Workers Welfare Administration (OWWA) chief Arnell Ignacio in connection with a controversial land acquisition deal made during his tenure.
According to Migrant Workers Secretary Hans Leo Cacdac, the transaction was found to have bypassed proper procedures and lacked the necessary authorizations. He emphasized that the accountability does not fall solely on Ignacio but extends to other OWWA officials who were involved in the deal.
Ignacio had earlier been removed from his post following the discovery of multiple violations and what DMW described as a “loss of trust and confidence” from the agency’s officials and Board of Trustees.
Among the key issues flagged under his leadership were the unauthorized conversion of ₱2.4 billion in emergency repatriation funds into capital outlay, the signing of the deed of sale without board clearance, and the continuation of the transaction despite lacking proper approvals.
Further irregularities included undisclosed lease agreements, unexplained rental income after the sale, and OWWA’s failure to gain full ownership of the land despite having already paid in full.
In response to the findings, Secretary Cacdac pledged to reinforce transparency and good governance across the department and its affiliated agencies, especially in safeguarding the welfare funds intended for Overseas Filipino Workers (OFWs).
He also stressed the vital role of integrity in public service, noting, “Transparency and accountability are non-negotiable when it comes to protecting public funds and serving our OFWs.”
