DMW reminds OFWs to use digital pass instead of paper OEC

The Department of Migrant Workers (DMW) has released a new public advisory on social media outlining key information about the OFW Pass, reinforcing its role as the official digital travel clearance for Overseas Filipino Workers.

In a graphic shared on its official Facebook page, the DMW highlighted several essential features of the OFW Pass. According to the post, the pass is valid for 90 days, may be voided or renewed at any time, and comes with a QR code and reference number that can be presented during travel. The agency also reiterated that the OFW Pass is recognized by immigration authorities and airlines and may be used to avail of travel tax and terminal fee exemptions.

The advisory forms part of the government’s ongoing transition from the traditional paper-based Overseas Employment Certificate (OEC) to a fully digital system.

Replacing the OEC

The OFW Pass, also known as the OFW Travel Pass, is now integrated into the Department of Migrant Workers’ digital platforms, including the DMW Mobile App and the eGovPH Super App. It effectively replaces the paper OEC previously required for departing OFWs.

Under the updated system, returning workers with verified employment records no longer need to secure a printed OEC before leaving the Philippines. Instead, their employment information is digitally stored and validated in the DMW database, and the QR code generated through the app serves as exit clearance at Philippine airports.

This shift aims to reduce long queues, paperwork, and in-person visits to labor offices, particularly for workers going on vacation and returning to the same employer abroad.

What the 90-Day Validity Means

Based on the DMW’s advisory, the OFW Pass remains valid for 90 days from issuance. During that period, the pass can be used for travel as long as the worker’s employment details remain active and verified. The system also allows users to void or renew the pass when necessary, providing flexibility for those whose travel schedules change.

While the pass itself carries a 90-day validity window, employment records remain tied to the worker’s registered contract in the DMW system.

Authorities processing travel tax and terminal fee exemptions

The QR code embedded in the pass enables faster scanning and verification, reducing manual document checks.

For many OFWs, the travel tax and terminal fee exemptions remain a significant benefit. Historically linked to the OEC, these exemptions continue under the digital pass system.

Modernization of OFW Services

The digitalization of the exit clearance process is part of broader government efforts to streamline services for migrant workers. By integrating employment verification, clearance, and identification into a single digital platform, authorities aim to make compliance more convenient while maintaining safeguards against illegal recruitment and undocumented deployment.

The DMW has encouraged OFWs to download the official app and ensure their employment details are updated before traveling.
