DMW plans faster OFW services and stronger regional offices in 2026

The Department of Migrant Workers (DMW) is preparing a series of reforms aimed at making its services faster and more consistent for Overseas Filipino Workers (OFWs), as it moves to standardize operations across its regional offices this year.

During the Central Office – Regional Office (CORO) Consultation 2026 held in Quezon City, DMW Secretary Hans Cacdac said the department is drafting a Regional Operations Manual designed to align the procedures of regional offices with the systems already being implemented by Migrant Workers Offices overseas.

In a statement released Tuesday, the DMW said, “He also urged the adoption of a Quality Management System (QMS), upgrading office facilities to meet global standards, and speeding up digital initiatives like the OFW Pass, while decreasing foot traffic for issuing the OFW Information Sheet.”

Cacdac also instructed regional offices to intensify information campaigns across 80 provinces to ensure OFW families are aware of the department’s programs and the assistance they can access.

Alongside service upgrades, the department is also strengthening its campaign against illegal recruitment by shifting more enforcement responsibilities to its regional offices. These functions include case adjudication, inspections, and coordinated enforcement operations with the Philippine National Police, local government units, and barangays.

DMW Undersecretary Bernard Olalia said the Central Office will continue providing technical assistance and capacity-building support to regional offices to ensure uniform implementation nationwide.

The consultation also included discussions on project management practices, procurement rules, digital system updates, and budget proposals for 2026.

The DMW said the reforms follow President Ferdinand Marcos Jr.’s directive to provide “efficient, responsive, and standardized services for OFWs and their families.”
