The Department of Migrant Workers (DMW) has made it mandatory for all private recruitment and manning agencies to adopt the DMW Standard Quality Management System (QMS) under Department Order No. 03, Series of 2025. The policy, which took effect on October 20, 2025, seeks to strengthen overseas Filipino workers’ (OFWs) protection and elevate recruitment practices to global standards.
During an orientation in Pasig City on October 24, DMW officials emphasized that the initiative marks a significant step toward reforming the recruitment industry. The Licensing and Regulation Bureau (LRB) will supervise implementation, and agencies found to be non-compliant—or those submitting falsified documents—could face denial, suspension, or cancellation of their licenses.
Migrant Workers Undersecretary Bernard P. Olalia said the framework underscores the department’s drive to ensure ethical and transparent recruitment. “This initiative emphasizes our ongoing effort to uphold ethical recruitment, safeguard the welfare of OFWs, and ensure that all recruitment practices align with global standards of quality and integrity,” Olalia said.
The QMS, developed in line with Republic Act No. 11641 and the 2023 DMW Rules, requires agencies applying for license renewal or upgrade to implement standardized operational procedures. Those already ISO-certified will undergo special onboarding sessions to align with the DMW’s framework.
Migrant Workers Secretary Hans Leo J. Cacdac commended the 44 pioneering agencies that joined the first round of QMS onboarding, calling them “partners in reform, professionalization, and high standard setting.” He said, “The DMW QMS will be the standard for every licensed PRA and LMA—a system based on ISO 9001:2015 and the principles of fair and ethical recruitment. Through this, we will have a better process, clear accountability, and stronger protection for our OFWs and their families.”
The QMS initiative, developed in partnership with the International Organization for Migration (IOM), integrates structured management systems and transparent recruitment processes. It also supports President Ferdinand R. Marcos Jr.’s Bagong Pilipinas directive, reinforcing the DMW’s mission to protect, empower, and uphold the dignity of Filipino workers worldwide.
