The education sector secured the largest slice of the 2025 General Appropriations Act, with a funding allocation of P1.055 trillion. This is in line with the constitutional mandate to prioritize education in the national budget.
Trailing closely is the Department of Public Works and Highways (DPWH), which was allocated P1.007 trillion. The budget division sparked debate among lawmakers after claims emerged that the bicameral conference committee’s budget version favored the DPWH over education.
Article XIV, Section 5 of the Constitution emphasizes education as the top priority for government funding, ensuring competitive remuneration and job satisfaction for educators to attract top talent.
Other sectors receiving significant allocations include defense (P315.1 billion), interior and local government (P279.1 billion), health (P267.8 billion), and agriculture (P237.4 billion). Social welfare, transportation, the judiciary, labor and employment, and justice round out the top sectors, with budgets ranging from P217.5 billion to P39.5 billion.
