Chinese national wanted for killing community cat in Makati park

A non-profit animal welfare group is calling for the public’s help in identifying a Chinese national who allegedly killed a community cat at Ayala Triangle Gardens (ATG) in Makati City.

CARA Welfare Philippines raised the alarm on Thursday, March 6, after CCTV footage captured a man, identified as “Shan Jiang,” kicking a cat named “Ken” who was resting on a walkway. The attack led to the cat’s death.

According to the organization, the man showed arrogance when confronted and refused to provide his address. Instead, he told the group to contact the Chinese Embassy. He was later brought to the barangay but was not detained and remains at large.

CARA emphasized that the incident goes beyond the loss of one animal, describing it as a clear violation of the Animal Welfare Act (RA 8485), which punishes acts of cruelty and abuse against animals with jail time and fines. If the act results in the animal’s death, the penalty increases to up to two years in prison and a fine of at least P100,000.

The group shared CCTV images of the suspect, along with a photo of his passport, and announced a monetary reward for anyone who can provide confirmed information on his whereabouts to assist in filing a case.

“This brutal act must not go unpunished. Justice must be served,” CARA said.
