Cacdac warns recruitment agencies: Strict enforcement of rules to protect OFWs

Migrant Workers Secretary Hans Leo J. Cacdac has issued a stern reminder to both local and foreign recruitment agencies to adhere to the Department of Migrant Workers’ (DMW) regulations, emphasizing that the welfare of overseas Filipino workers (OFWs) must come first.

Speaking at the first regular congress of the Pinay Careworkers Transnational in Quezon City on August 19, 2025, Cacdac vowed tougher enforcement of existing policies in line with President Ferdinand Marcos Jr.’s directive to safeguard Filipino workers abroad.

“We will be strict, we will be more circumspect in terms of recruitment agencies who violate our rules and regulations in ensuring the protection and welfare of our OFWs. Rest assured na tayo ay patuloy na magpapatupad at maghihigpit dito sa mga sinasagawa nating mga reporma,” Cacdac said.

The Secretary cited recurring violations by some agencies, including the confiscation of passports and mobile phones and providing substandard accommodations to OFWs. He also highlighted ongoing issues faced by Filipino domestic workers in Hong Kong, particularly abusive loan schemes and predatory lending practices. Cacdac assured that the DMW is coordinating with international partners to pursue legal action against violators while stepping up financial literacy and awareness programs for migrant workers.

Beyond protection measures, the DMW is also focusing on reintegration initiatives for returning OFWs. Cacdac underscored the importance of training and upskilling programs to improve job opportunities both in the Philippines and overseas. He noted that new partnerships with Japan, Korea, and Taiwan are opening up expanded caregiving employment pathways, particularly for former domestic workers seeking better prospects abroad.
