Cacdac calls on Congress to fund key DMW programs, tackle illegal recruitment

Department of Migrant Workers (DMW) Secretary Hans Cacdac is calling on incoming senators and congress members to prioritize legislative measures aimed at bolstering the protection of overseas Filipino workers (OFWs).

Cacdac emphasized the importance of legislative support to enhance OFW registration and reintegration programs, highlighting that the DMW’s Legislative Liaison Office is actively exploring related bills. “We wish to strengthen and work with our congressional committees—the Senate and House Committees on Overseas Filipino Workers,” he said.

One of his primary concerns is the fight against illegal recruitment, which Cacdac believes requires stronger collaboration with law enforcement, stricter penalties for offenders, and faster resolution of cases. He stressed that these measures are crucial for safeguarding aspiring OFWs from exploitation.

Cacdac also expressed optimism about working closely with lawmakers during the upcoming budget discussions to secure adequate funding for critical DMW programs. These include the Agarang Kalinga at Saklolo para sa mga OFW na Nangangailangan (AKSYON) Fund, reintegration initiatives, local help desk support, and inspectorate operations.

For the fiscal year 2025, the combined budget for the DMW and the Overseas Workers Welfare Administration (OWWA) has been set at P8.79 billion.

Beyond national legislation, Cacdac called on newly elected local government officials to support the fight against illegal recruitment and actively participate in job fairs for local and overseas employment. He underscored the importance of establishing help desks in municipalities, cities, and provinces, complete with sufficient personnel and funding.

“We need personnel and funding for every municipality, city, and province,” he reiterated.
