A proposed law aims to extend much-needed help to Filipinos who have lost their spouses, offering financial aid, livelihood opportunities, and emotional support to help them recover and rebuild their lives.
According to Quezon City Fifth District Representative Patrick Michael “PM” Vargas, House Bill 5395, known as the Widowed Persons Assistance Act, seeks to establish a national program that will provide temporary cash assistance, counseling, and priority access to social services—particularly for low-income and elderly individuals left behind by their partners.
According to data from the Philippine Statistics Authority, widowed persons make up about 4.5% of the country’s population, and most of them—roughly 76%—are women.
“Ang mga nabalo ay isang espesyal na sektor ng ating mga senior citizen na kailangang kilalanin at alagaan,” the bill’s author said in a statement, emphasizing the importance of recognizing widowed individuals as a vulnerable group that deserves care and attention.
The measure highlights not only financial support but also mental and emotional recovery. “Hindi natin sila hahayaang magluksa nang mag-isa, bagkus ay ihahanda natin sila sa hamon ng pagkawala ng kanilang katuwang sa buhay,” he added.
Although senior citizens are expected to benefit the most from the initiative because many can no longer seek employment, the bill covers all widowed Filipinos, regardless of age.
“Ang panukalang ito, kung maisabatas natin, ay hindi lamang magbibigay ng bagong pag-asa sa ating mga senior citizen. Ito rin ay paraan ng ating gobyerno upang iparating na nakikita natin sila, pinahahalagahan natin sila, at mananatili tayong kasama nila sa kanilang mga huling taon,” he said.
