Residents of Eastern Samar have raised alarms over what they describe as another “ghost project” tied to the controversial flood control contracts linked to the Discaya family.
The ₱192.39-million project, handled by Amethyst Horizon Builders under the Department of Public Works and Highways (DPWH) Region VIII, was officially reported as 84.72% complete. On the ground, however, locals insist that work has barely begun. The project is supposed to stretch from Barangay Batang to Barangay Garawon in Hernani, but residents say construction only recently started—prompting fears that officials are rushing to cover discrepancies.
Community members further allege that workers and equipment from the Hernani project were diverted to Barangay Soong, Llorente, the site of another flagged “ghost project.” Both cases have fueled suspicions of systematic misuse of flood control funds.
Amethyst Horizon Builders is among several firms linked to the Discaya family, which has been awarded billions worth of flood control contracts nationwide. These projects are now under scrutiny following widespread reports of unfinished, defective, or nonexistent structures despite large budget allocations.
