Charges filed under the Migrant Workers and Overseas Filipinos Act of 1995 — Republic Act No. 8042, later amended by Republic Act No. 10022 — carried no recommendation for bail in the case of a returning overseas Filipino worker taken into custody at Ninoy Aquino International Airport last week.
A Pasay City Regional Trial Court had issued the alias warrant covering large-scale illegal recruitment, a charge that placed the accused beyond the reach of temporary liberty pending trial. Police confirmed the document’s validity through additional checks before acting on it.
The arrest took place July 21, 2026, inside the International Arrival Area of NAIA Terminal 3, shortly after the passenger landed on a flight originating from Doha, Qatar.
Personnel from the PNP Aviation Security Group’s NAIA Police Station 3 moved on the case after immigration officers alerted them that an incoming traveler carried an outstanding alias warrant. Verification followed, then coordination with the Manila Police District’s Warrant and Subpoena Section, which allowed officers to serve the document without incident.
Constitutional rights were read to the accused, along with an explanation of the grounds for the arrest. Custody then passed to the MPD Warrant and Subpoena Section for further handling.
PBGEN Dionisio B Bartolome Jr, Director of the PNP AVSEGROUP, framed the operation as part of a broader working relationship among agencies stationed at the country’s air gateways.
“Patuloy na makikipagtulungan ang PNP AVSEGROUP sa ating mga partner agencies upang matiyak ang epektibong pagpapatupad ng batas at mapanatili ang seguridad sa ating mga paliparan,” Bartolome said.
Three government units figured in the operation: the aviation security group, the Bureau of Immigration, and the Manila Police District.
