New students will not be admitted, degrees will not be conferred, and grade reports will stop being issued at Horizon University College after the UAE Ministry of Higher Education and Scientific Research pulled the Ajman institution’s license and canceled the accreditation of every program it runs.
The ministry said the college had breached institutional licensing requirements and accreditation regulations on more than one occasion, and that the severity of those repeated failures justified withdrawing its authorization to operate under the approved regulatory frameworks. Officials determined that letting the college keep running would have jeopardized the standing of its students, undermined the credibility of its academic results, and put the quality and long-term viability of its education in question.
Under the decision, the college is now barred from any form of higher education activity. Its programs may no longer be taught, advertised, or offered to prospective enrollees, and the institution cannot issue academic qualifications or transcripts going forward.
To keep enrolled students from being stranded, the ministry established a joint working group led by one of its own representatives, with members drawn from the college and other relevant authorities. That body is tasked with carrying out an approved plan to maintain academic continuity, moving students into licensed and accredited institutions and completing the administrative steps tied to protecting their academic entitlements. The ministry framed the wellbeing of these students and the uninterrupted continuation of their coursework as its foremost concern, pledging to coordinate the transfers with local departments and other bodies.
MoHESR pointed to the case as part of a broader push to tighten regulatory and supervisory controls across the sector, working with federal and local partners to hold institutions to national standards and to protect the credibility of higher education in the country. It advised affected students and their families to watch its official channels for guidance on how the transfer process and completion of their studies will proceed.
