The Department of Migrant Workers (DMW) expressed gratitude for the results of the latest Pulse Asia survey, which showed that President Ferdinand R. Marcos Jr.’s administration received the highest approval rating in the area of Overseas Filipino Workers (OFW) protection and welfare.
The nationwide survey, conducted from September 27 to 30, 2025, revealed a 58% approval rating for the administration’s handling of OFW concerns—the top score among all governance areas measured. With a net approval rating of 42 points, Pulse Asia said the findings reflect strong public trust in the government’s initiatives for OFWs.
Under Marcos’ directive, the DMW has expanded financial aid and upgraded programs designed to support the country’s “modern-day heroes.” The AKSYON Fund (Agarang Kalinga at Saklolo para sa mga OFWs na Nangangailangan) now provides ₱50,000 to ₱100,000 in assistance, depending on the severity of each case—an increase from the previous ₱30,000 to ₱50,000.
Victims of human trafficking, illegal recruitment, and contract violations may receive ₱50,000, while those suffering from serious illness, injury, or disability can receive ₱75,000. Families of deceased OFWs are entitled to ₱100,000, which also covers repatriation and burial expenses.
Beyond cash aid, the fund covers legal support, medical care, emergency evacuation, and repatriation, underscoring the government’s commitment to safeguarding the welfare of overseas workers.
The DMW has also introduced digital reforms, including the DMW Mobile App and OFW Pass, now integrated into the eGovPH system. The OFW Pass, which replaces the costly and paper-based Overseas Employment Certificate, streamlines travel requirements through a free and fully digital system. Feedback mechanisms were also improved through the “Kumusta Kabayan” app, enabling faster response and hybrid online and on-site services.
The department further strengthened the protection of Filipino domestic workers by raising the minimum wage from US$400 to US$500, introducing free annual medical check-ups and hospitalization, implementing a “know-your-employer” process, and expanding upskilling and reskilling programs. It also began whitelisting compliant recruitment agencies and enforcing stricter accommodation standards.
According to DMW Secretary Hans Leo J. Cacdac, these efforts reflect the principles of the “Bagong Pilipinas” governance agenda—focusing on accessibility, safety, and dignity for OFWs worldwide. “We came out fairly well. Let’s keep going. Let’s keep helping. Let’s do better,” Cacdac said.
He added that collaboration with partner agencies such as OWWA, SSS, Pag-IBIG, and PhilHealth continues to expand outreach initiatives through the Bagong Bayani ng Mundo – OFW Serbisyo Caravan and Alagang OWWA programs, ensuring that government support reaches even more Filipino workers abroad.
