Dubai has introduced a new system allowing free zone companies to operate in the city’s mainland through a streamlined permit framework, further enhancing its position as a global business hub.
The Dubai Business Registration and Licensing Corporation (DBLC), part of the Dubai Department of Economy and Tourism (DET), launched the Free Zone Mainland Operating Permit in partnership with the Dubai Free Zone Council. The move—backed by Dubai Executive Council Decision No. 11 of 2025—creates a cost-efficient and low-risk way for companies to expand operations, engage in local trade, and participate in government tenders.
Ahmad Khalifa AlQaizi AlFalasi, CEO of DBLC, said the initiative “is a testament to Dubai’s visionary leadership and its aspiration to create the most seamless and business-ready city in the world.” He added that the permit strengthens collaboration between government and free zone stakeholders and “enhances ease of doing business while opening new avenues for growth, from domestic trading to government tenders.”
The initiative is expected to boost cross-jurisdictional business activity by 15–20% in its first year, benefiting more than 10,000 free zone firms. It allows eligible companies holding a Dubai Unified Licence (DUL) to apply digitally via the Invest in Dubai platform.
Dr. Juma Al Matrooshi, Assistant Secretary General at the Dubai Free Zones Council, said the permit “supports the world-class business ecosystem that Dubai offers” and reinforces the emirate’s attractiveness to investors. He noted that it aligns with the Dubai Economic Agenda, D33, which aims to double the city’s economy by 2033.
Initially covering non-regulated sectors such as technology, consultancy, design, professional services, and trading, the permit costs AED 5,000 and is valid for six months, renewable for the same fee. Free zone companies can use existing staff for mainland operations and will be subject to a 9% corporate tax on related revenues.
The Free Zone Mainland Operating Permit builds upon Dubai’s broader efforts to simplify regulation and integrate business services, providing a unified and transparent ecosystem for startups, SMEs, and multinationals seeking to grow within the emirate.
