LTO suspends licenses of ex-DPWH engineer Alcantara, ‘BGC Boys’ over fake IDs

The Land Transportation Office (LTO) has slapped a 90-day suspension on the driver’s licenses of dismissed Department of Public Works and Highways (DPWH) Bulacan First District Engineer Henry Alcantara, Assistant District Engineer Brice Hernandez, and three others linked to the so-called “BGC Boys.”

Also included in the order are Jaypee Mendoza, Edrick San Diego, and Arjay Domasig, who allegedly operated under the “Bulacan Group of Contractors” moniker in casino circles.

The LTO explained that the sanction stemmed from “willful misrepresentation of material information in application for a Driver’s License (RA10930) and Imitation and False Representation (Sec. 31 of R.A. 4136).”

Alcantara himself admitted during a Senate probe that he used a false identity to gain entry into a casino. “Based on the Senate hearing dated 08 September 2025, Mr. Alcantara was found using driver’s license under the alias ‘Joseph Castro Villegas.’ Upon verification, it was confirmed that the license in question was fraudulent and not issued by this Office,” the LTO said in its show cause order.

The agency added that Alcantara’s use of a fake ID was intended to “evade legal accountability, licensing requirements, or prior sanctions.”

As government employees, Alcantara and Hernandez are bound by strict prohibitions: the Administrative Code of 1987 bars them from gambling, while Memorandum Circular No. 6 (2016) of the Office of the President prohibits them from even entering a casino.

Meanwhile, the so-called BGC Boys have been summoned to provide their written explanation to the LTO by Friday.

LTO Assistant Secretary Vigor Mendoza warned of heavier penalties ahead. “The minimum is perpetual revocation ng authentic license nila at perpetual disqualification—use of fake license ‘yan,” he said.
