In the lead-up to the Bagong Bayani ng Mundo: OFW Serbisyo Caravan happening on August 3, 2025, the Philippine National Health Insurance Corporation (PhilHealth) will kick off its services early with a dedicated three-day operation for Overseas Filipino Workers (OFWs) in Dubai.
From July 28 to 30, 2025, PhilHealth will hold its on-site services at the Migrant Workers Office (MWO) in Dubai, catering to OFWs needing assistance with membership, records, and claims.
Services offered:
- Member registration
- Record updating or amendment
- Receiving of claims documents
- Issuance of PhilHealth IDs and Member Data Records (MDRs)
A pre-registration is required to avail of the services, but walk-in clients with confirmed flights within 24 hours may also be accommodated. Registration can be completed online via this link: https://encr.pw/ZdaX5
PhilHealth also encourages first-time registrants to bring one valid ID, while returning members looking to update their records must present relevant supporting documents.
Healthcare benefits for OFWs
PhilHealth ensures coverage both locally and internationally. For treatments in the Philippines, benefits are directly deducted from hospital bills at accredited facilities. Required documents include:
- Accomplished PhilHealth Claim Form 1
- PhilHealth Benefit Eligibility Form (PBEF)
For confinements abroad, claims may be filed for reimbursement by submitting:
- Completed PhilHealth Claim Form 1
- Official hospital billing documents and receipts
- Medical certificate from attending physician
- English translations of all documents, if needed
- Certification of true copy of documents, done by the PhilHealth member
These documents must be submitted within 180 days from the patient’s discharge.
Konsulta Registration also available
PhilHealth members may also register for the Konsulta Package, giving access to assigned healthcare providers under the government’s Konsulta Program by completing the Konsulta Registration Form (PKRF).
This early rollout is part of a broader government initiative to make public services more accessible to Filipinos abroad. The main OFW Serbisyo Caravan will follow on August 3, 2025, at Exhibition Hall 8, Dubai World Trade Center, with 10 participating government agencies including OWWA, SSS, Pag-IBIG, PSA, DTI, DSWD, PAO, DMW, and the Philippine Consulate General in Dubai.
