Returning OFWs to benefit from proposed economic and psychosocial programs

A party-list representative has introduced a bill aimed at ensuring the smooth reintegration of returning overseas Filipino workers (OFWs) into society, addressing economic, social, and psychological challenges.

OFW Party-list Representative Marissa Magsino filed House Bill 11130, which outlines a holistic approach to reintegration, including livelihood opportunities, counseling services, wellness programs, and financial literacy initiatives.

“Our OFWs have been the backbone of our economy, but coming home often presents significant hurdles such as finding jobs, rebuilding family ties, and starting anew,” Magsino stated in a PNA report. She emphasized that the proposed measures would provide comprehensive support for OFWs to transition sustainably and with dignity.

Key provisions of the bill include economic empowerment programs like job fairs, entrepreneurship training, low-interest loans, and tax incentives for OFW-led businesses. Additionally, the creation of a database under a Returnee-OFWs Management Information System will facilitate job matching based on returnees’ skills and experiences.

Recognizing the psychological strain of years spent abroad, the bill also proposes psychosocial counseling and wellness programs to address emotional challenges faced by OFWs and their families.

The initiative also involves collaboration with government agencies, such as the Department of Migrant Workers and the Overseas Workers Welfare Administration, to implement social protection measures for OFWs, particularly those affected by repatriation, displacement, or illegal recruitment.

Magsino underscored the significance of sustainable reintegration, saying it allows OFWs to achieve stability and independence, empowering them to contribute further to the nation without needing to seek employment overseas.
