A woman from Bacolod City, Evelyn Ruelan, was taken aback when an application for a certificate of no marriage (CENOMAR) at the Philippine Statistics Authority (PSA) office led to the discovery of a marriage certificate in her name.
In a report by Adrian Prietos of GMA Regional TV’s “Saksi,” Ruelan explained that she had never been married. However, the document indicated that she was married to an Indian national in Valenzuela—a place she had never visited and with a person she had never met.
Despite the unexpected revelation, the marriage certificate held her correct personal information. With plans to wed her current partner in December, Ruelan stated that the wedding would be postponed until the matter was resolved.
To address the issue, Ruelan is set to visit the PSA office in Bacolod for further investigation. According to John Campomanes, chief statistical specialist at PSA Negros Occidental, the situation could stem from someone using her details or the involved party not disclosing an earlier marriage.
