Bar and board passers automatically recognized as civil service eligibles, CSC confirms

The Civil Service Commission (CSC) has confirmed that individuals who pass the bar and board exams are automatically deemed civil service eligibles and are not required to take additional eligibility tests. This announcement was made ahead of the 2025 Civil Service Examinations.

In a recent statement, CSC clarified that those who pass bar exams conducted by the Supreme Court (SC) and licensure exams administered by the Professional Regulation Commission (PRC) are included in the list of civil service eligibles. Additionally, marine deck and engine officers licensed by the Maritime Industry Authority (MARINA) now fall under this category, following the shift of examination and licensing duties from PRC to MARINA.

The CSC noted that individuals who pass the Shari’a Bar Examinations are also recognized as civil service eligibles, qualifying them for both first and second level government positions.

Eligible individuals do not need to visit CSC offices to apply for or obtain proof of their eligibility. A valid professional license or related certification issued by SC, PRC, or MARINA is sufficient proof.

Bar and board eligibility, which typically requires a bachelor’s degree, extends beyond positions directly related to the examination to other first and second level government roles that do not require special laws or additional credentials. First level positions include clerical, trade, craft, or custodial roles, while second level positions encompass non-supervisory and supervisory professional, technical, or scientific roles up to the Division Chief level.

The CSC emphasized that bar and board eligibles are exempt from the master’s degree requirement for division chief or executive/managerial positions, as long as their roles pertain to their professional practice or positions regulated by bar or board laws. Similarly, lawyers and doctors are exempt from the master’s degree requirement for relevant division chief or executive/managerial roles that do not involve their profession.

The CSC also reminded the public of the upcoming Civil Service Examination (CSE) dates: March 25, 2025, for both Professional and SubProfessional levels, and August 10, 2025, for the next round of the same levels.
