Early release of year-end bonus and cash gift for PH gov’t employees approved

The Department of Budget and Management (DBM) has moved up the release of government workers’ year-end bonus and cash gift, offering earlier access to these benefits. Announced in Budget Circular No. 2024-3 on October 22, this update changes previous guidelines to facilitate the timely disbursement of bonuses and gifts.

Issued by DBM Secretary Amenah Pangandaman, the new circular amends provisions in the previous 2016 guidelines. Now, the year-end bonus, equating to one month’s basic salary as of October 31, alongside a cash gift of PHP 5,000, will be distributed in tandem with the first payroll of November, contingent on agency compliance.

Pangandaman highlighted the delays that government workers have faced in previous years, which affected their morale and motivation. “The streamlining of the payroll process within each agency will reduce both internal and external causes of delay in benefits disbursement. A streamlined process will increase productivity and efficiency, ensuring timely grant of the year-end bonus and cash gift,” the circular explained.

This year, the change allows employees to receive their bonuses and gifts earlier than the previous standard release date of November 15. Budget Circular No. 2024-3 is effective immediately.
