Interior Secretary Jonvic Remulla aims to eradicate the culture of extrajudicial killings (EJKs) within the Philippine National Police (PNP) and the PNP Academy, a practice that became widespread under the previous administration.
Remulla emphasized in a PhilStar report the need for a shift in mindset within the civilian police force, which had normalized vigilante-style killings and bypassing due process. He stressed the importance of identifying and prosecuting those involved in EJKs to put an end to the practice.
“There has been a cultural shift in the PNPA, where extrajudicial means of dispensing justice became normalized,” Remulla told dzRH. “We need a change of mindset and to weed out those who participated.”
Additionally, Remulla highlighted plans for structural reforms within the PNP, focusing on depoliticizing the organization and implementing a merit-based promotion system. He also called for streamlining processes in the “top-heavy” institution to ensure efficiency.
